(12:06) 50ぐらいするんですよね。で、それに耳 をつけるって言ってインデックス貼ってく んですよ。50その1人当たり180枚で 50部だから9000枚ですよね。で、 それにこう耳つけてくんですよ。大量なん ですよ、これ。 で、最後、ま、これ若手の仕事ですけど、 こういった印刷で全部の答弁が実質的に 作成が終わっても最終的な印刷作業という ことで、あの、1時間とか1時間半とか 追加でかかったりしますね。それをやるの が深夜の1時とか2時とか場合によっては 3時とかそういったぐらいにやってました 。なので、こういった文化も合わせて 見直してもいいんじゃないのと思います。 ただね、あの、今私申し上げたのって、 これ全部段取りの話ですね。段取りの話。 通告早くしましょうとか、あの、チェック 効率的にしましょうとか、ま、割とか効率 化できないですか?みたいのは段取りの話 です。ただやっぱり国会ってね、その いかにしてもっとより良い政策を作って
(13:11) いくかとか、国民生活を豊かにしていける のかっていうね、具体的な議論をするため の場合です。なのでこのね、委員会の議論 の出発点である通告と答弁作成、役所側の 答えをあのまとめる答弁作成、ここの2つ のクオリティをいかにして上げていくかと いうのがもっと本質的に考えなきゃいけ ない国会だと思ってます。 で、通告はね、本当だから議員が日頃から 勉強して、あの、自分の課題意識をここに 持ってるっていうのをきちんと持って、 あの、いつ会があるとか、あの、委員会が 立ったから考えるとかじゃなくって、日頃 からなんかないのかよとね。いや、私も 日頃からこんなことをやりたい、あんな ことやりたいってあるから別に委員会が なくても常に質問どんなこと聞こうかなっ て考えてますけど、それみんなやるべきな んですよ。通告のクリティを上げるために 日頃から勉強しろというのがまず議員の方 がやるべきことです。で、政府の方も与党 に引かれたから高校耐える。野党に引かれ
(14:14) たから高校じゃなくてその いい提案があったらちゃんと取り入れると かあとすれ違い答弁って言うんですけどね 。聞かれたくない答えづらいことを聞か れるとちょっと違うことで返すみたいな すれ違うんですよ。すれ違い答弁って言う んですよね。そうすると議員の方からそれ すれ違いだとかって言われるんですけど、 あのすれ違いだって言われてもまた すれ違うんです。ま、それ政府の方が国会 を通す1つのテクニックですけど、 すれ違いなんかやってないでね、そのいい 質問が来たらきちんと心から返してくれた というようなあのクオリティを上げるため の国会改革っていうのを本当はやらなきゃ いけないと思っています。ただ、ま、 なかなかね、こんなね、あの、早朝だとか タクシーで行かないと間に合わないみたい なことやってるとそんな体力もないわけ ですよ。正直言ってそんななくならない ことで体力削られたって国会の審議良く ならないのでまずはきちんとした議論を あのするための足場をねるためにこの
